Eh, I think NSA is a pretty cool guy, he secure and isn't afraid of anything
Upon the basis that every computer system has bugs, anyone dedicated or curious enough and with enough experience could feasibly find a bug that could hypothetically allow them to exploit NSA machines.
However, there is a chance that the person will not have malicious intentions, and alert the NSA. Even larger is the chance that the bug will be found by someone working at the NSA, and be fixed immediately.
If someone did hack the NSA, I'd feel really bad for them once the FBI finds them.

NSA real life: In a dull office building, normal monitors everywhere, all the big comuters are locked in a basement, most people have pcs, 88% workforce are mundane clerical staff, rest are mathematicians.
