Install to blank HDD w/OS X Tiger Upgrade

Does anyone know if it's possible to use an OS X 10.4 (Tiger) Drop-in upgrade DVD as a standalone OS X installer?  I have an old G4 with a completely blank HDD, and the black-label 10.4 upgrade disc refuses to install because it can't locate 10.3 or later.

FYI, I downloaded 10.5 and the drive refuses to recognize the disc as bootable.  And even if it did, this G4 would need a tool running on 10.4 (LeopardAssist) to be supported, so I'm just trying to get 10.4 up right now.
