BIOS

Idk if anyone here can help me,
but my laptop won't boot up 99% of the time.
I guess it's the bios that's broken, because I've taken it apart and cleaned it and such, and it still doesn't work.

Anyone know how I would go about fixing this?

Btw I'm running Windows XP and it's a Dell laptop.

I think the fact that you've taken it apart and cleaned it may have more to do with it.

It didn't work before that,
and I'm pretty sure I knew what I was doing >.>

lol, you took your BIOS apart?  Pretty sure you don't know what you were doing.

If it's a Dell laptop it should have come with a diagnostic disk. Put that CD into the CD drive and try to boot up.
When asked to boot from CD or Hard Disk, boot from CD run a full diagnostic test to see were the problem is.

how far do you get when you fail to boot?

Flash the bios, don't only clean cmos and settings

delete system32 folder and contents, it is obviously not compatible with your motherboard and processor
