If one (A) connects through a secure proxy (B), beit webbased or not, and you connect through that proxy to another secure website (C), is it possible for B to listen to and decipher the networktraffic?

aye, except SSL/https (as long that B doesn't send you a faked certificate and you accept it) and maybe other encrypted protocols (depends)

Yes and no. If the data's encrypted, then (B) would have to break the encryption to see the data or as >>3 said, they could fake a SSL certificate, send it to you and you accept it. If, however, the data was not encrypted, then (B) can see anything that travels across the proxies.
