I was able to record direct tv sattelite with a cheap hauppauge pvr-250mce card a few years back. The card had coax input for cable tv, and composite in (yel/red/white rca plugs).
The DirectTV tuner set top box had RCA outputs that I plugged in and everything was fine. The hauppauge's mpeg2 on the fly encoder worked fine and I could convert from there to divx/xvid/x264 or whatever I wanted.
Now if you are looking for capping HD broadcasts into transport streams or something, I have no idea.
I remember spending some moneys on a TV tuner card solely for playing games on, and there was latency. It was fine for TV, but it drove me insane, so I sold it for crack.

If you want things to work:
Take NTSC output and connect it to any grabber card with analog input.
If you want HD:
You are pretty much screwed. HD grabbers only work on DVB/ATSC, what DirectTV isn't.
