Azureus Seeding optimization

Hello, I want to do the following on Azureus:

I want the first priority to be: seeding any recently downloaded torrent with ratio of  less than 0.5 (I would actually prefer to be able to choose this according to the peer/seed ratio of the torrent but that is the limit Azureus allows for auto stopping)

I want the second priority,to be: downloading any torrent that has yet not finished.

I want the third priority to be: seed any torrent up to 1.250 ratio.

I want the fourth priority to be: seed any torrent that has few/none seeds above 1.250 only when the first three priorities have been met.

I cannot do this with any combination of the default queue options (auto-star, first priority and ignore rules). Is there any other way to achieve this? (maybe a plugin I don't know about?)

You have obviously never truly compared Azureus to uTorrent.  uT isn't 1/4 as customizable as even old versions of Azu, even lacking user extensibility in that regard.  Comparison is almost impossible.  On the plus side, it has uTetris.

uTorrent fanboys are hilarious.  It is a good client on its own merits for basic users, especially leeches who do very little seeding; there is no need to lie about the other things it can['t] do.

rTorrent is even more basic than uTorrent, totally unsuitable for the OP.  Azureus is the most capable torrent client.  Its sole negative point is its resource consumption.  That's it.
