ISP Blocking and OpenDNS

Recently for about the past week I haven't been able to access img.4chan.org, yet I can still access any other server/board on this site. When I try connecting to it, my browser just times out. I've come up with a few possible explanations: (1) img.4chan.org has blocked incoming connections from my IP/some other IP my connection is routed through, (2) my ISP (Cox, Phoenix area) has blocked access to that domain, or (3) some other hop along my way to the domain is blocking connections. I've already manually configured a new DNS server for my router through OpenDNS, but this failed to resolve the problem. nslookup correctly spits back that my DNS server is one of the OpenDNS ones, so either I can rule out that it is my ISP's DNS server blocking connections, or I can't, because a tracert still shows that I'm making connections through various Cox hubs. I'd like to know if you all have any ideas on how to resolve this problem, and also if any other Phoenix area Cox customers are experiencing the same thing. Thanks for your time.

Cox blocked it. They got a complaint from livejasmin threatening with legal action.
