My temp folder in C:/ drive is now 32 gigs big, is it safe to just delete everything in it?

The fact that people write things like that, and other people use it, and nobody in the whole process stops to think what he's actually doing, and question why he should be cleaning up after an OS he paid $50-150 for, doing one of the most basic tasks an OS has himself, is sad.
