Do I need to know how to draw properly already to be able to enter in a course in Multimedia Arts? Or could I learn those stuff when I do enter?

Sounds like one of those mashup curricula to me. Either study fine art, CompSci, or graphic design. Keep the other two as (potentially money-earning) hobbies.
