Drop-down Menu in Web Pages

hey /comp, i'm looking for a decent program for making those drop-down menus in web pages, but i do not no wtf they r called. am i boned, or just an idiot when it comes to searching for something other than my dick?

I like JEdit personally, but that's because I'm fond of searching/replacing with regular expressions. (PSPad isn't bad either)
