One of the requirements for this burner is Pentium IV 2.8 GHz. But I have only a Intel Celeron 2.60 GHz.

Does anyone know if 2.8 GHz is only necessary for top-performance burns and lightscribing, or is it possible to use it with almost 2.8 GHz?

Well, my machine is an AMD Duron 1.3Ghz, and I generally follow the above rules.
