A friend of mine cannot access the www from his laptop. He gets the following error: "Access control configuration prevents your request from being allowed at this time. Please contact your service provider if you feel this is incorrect" When he uses another PC there is no problem. Please help.

It may very well be related to the MAC address of the laptop. If you are plugging directly into the modem, or have a switch or hub connected to it (or a router not set to do NAT), you will have problems. Quick solution is to have the laptop use the MAC address of the PC that works.
On the working PC:
Start -> Run -> cmd
ipconfig /all
Take note of the value beside the Ethernet adapter Local Area Connection's Physical Address. This is the MAC address of the machine. We will enter this into the laptop.
On the laptop:
Start -> Settings -> Control Panel -> Network Connections
Right-Click the Local Area Connection -> Properties -> Configure
Advanced Tab -> Network Address
Click the radio button beside the Value text box and fill in the MAC address that was on the PC. Press the OK button.
