Winblows comes with one. It's called Windows Media Player. In Linux, you'd have to illegally obtain codecs, and then find a program that supports them.  In Apple-land, iTunes can rip at 320kb/s

Technically correct. For the sake of compatibility, 192VBR MP3 is still the standard though. Use EAC and LAME.
