Alright, so I got a Nvidia GeForce 76000 that came with a VGA adaptor, I wanna be cheap and not buy a TV for my PS2 and such, so what do I do next to play it through the comp to the monitor?

You don't use your video card for that.

There are a handful of ways to do it, but since you're talking about PS2, on which most games are interlaced, just get a TV capture card or USB dongle.  GameBridge is cheap and offers fair, low-latency performance when used with DScaler.  Get some dinky PS2 S-video cables and you're done.  Google the details for yourself.
