Infinite Reboot Loop

OK, so my recently upgraded computer is stuck in an infinite loop.  The HDD has been reformatted so all there is is bare-bones windows XP Pro.

For reference, my system's specs are:

nVidia GeForce 8600 GT 256MB
AMD Processor (can't remember the model.  I think it's the 3200+
ChainTech 7.1 Channel Sound card
1 GB OCRTech Ram
200 GB Hard Drive
Asus A8V-XE Mobo

I've googled solutions and haven't found any that work.

I've tried going into Safe Mode, Re-reformatting the drive, trying an ATI card, and all of them have failed me.  What do I do?

Whenever I'm using a torrent I usually have problems with getting a high download rate regardless of the amount of seeds avaliable. I was therefore thinking that maybe it was the router that was causing all of the problems, and was wondering if getting a better one might fix the problem. The type of router I have now is a Speedstream 6520. Also I tend to use BitComet, and my half open limit is set to 50.

I have already been to Newegg, so I have seen several of the different types of routers avaliable, the only problem is, I can't really make heads or tails out of which is the better one to get. If anyone has any advice on this matter please let me know.

it could be a RAM situation.

try swapping the RAM chip w/ a working one, see if it still reboots.

sometimes bad ram causes auto-reboot, altho it is often the video card, but you tried swapping that.

OH ihad this problem before. ironicly i just had too many usb devices connected at the time. take out a bunch see what happens.
