Need a file shrinking program that doesn't suck and can fit a 800mb file onto a 700mb CD-R

OH snap, i know there's a way.... Try shriking the actual size on the hing, frame-by-frame. Takes forever though...

If it's mpg or another video format, the file is already compressed and won't respond well to LZ or RLE (lossless) compression techniques. All will fail.
