Deleting/Disabling Locator,exe

There is a windows "trusted" protected file that vista won't let me delete, aka the sinister locator.exe. Is there a tool I can use to kill it/is there a way to bypass the vista untrustworthy shit to cripple it? It needs to die.

The best way to do this is to remove the computers case and get a hammer and start smashing all the parts, then just to be sure, you want to fill the case up with water to drown the little rascal if he didnt die with the hammer.
