what would you do

I'm running a Linux router.  I have 2 machines connected to it.

When I take the router's internet down for whatever reason, I would like a message to popup on the 2 Windows-based machines behind it.

So, I need some kind of messaging system that can be accessed from a Linux command line, and that can be received on the Windows machine, and that does not go through the Internet.

Anyone know of any tools that can do this, or suggestions about how one would do this?
