IP change or proxy

I've been on ebay for like 3 times already. I need to know how to change my ip, I am not too knowledgeable in this category but I know I have a static ip setup. I am running on a linksys router and windows xp. Does any one know how I can change my ip? Or is there any easy web proxy that I can use?
