DDoS is distributed denial of service.
It means many machines attack one.
If you order these many machines to attack "127.0.0.1", they won't attack you, but themselves. So if someone is DDoSing 127.0.0.1 there's no way his internet will be slow because his machine doesn't attack anyone.
