Change their modem settings. Some people keep the username and password default. Set up a DHT port and do some torrenting.
If you're going to download heaps of crap while connected, do it when you know they're not using their computer. Like when they go to work or go to sleep.
If you start downloading heaps of crap while they're online at the same time, they'll notice the lack of speed, and will probably do something about it.
But if you're lucky and come across someone who has no idea about anything to do with computers (well, if they haven't set a password, they probably don't have a clue anyway), you can download shit non-stop, and they'll think their connection is too slow so they'll call up their ISP and ask for a faster connection. This happened to me with a guy across the street and I shat bricks.
