Personal proxies

I am looking for a way to make my PC into my own personal proxy server to use from certain 'filtered' interweb portals such as libraries and schools. I haven't found anything that looks to be of this nature on Google, can anyone tell me how or recommend a how to/software (for windows)?

I use CGIProxy for this job, but on UNIX.  I've no idea for Windows--perhaps you should buy a shell account?
