HD in stuck in PIO mode?

On my secondary IDE channel I have two hard drives, say E and F. On the IDE cable E is on one end, F in the middle. F has the jumper to be a master. E has no jumper which means slave. When the computer boots it can't detect the Secondary Slave. When I get into windows both drives are accessible, but E is stuck in PIO mode, even though Transfer Mode is DMA if available. How to fix this?

Check jumpers.
The drive at the end of an IDE cable should be set to MASTER.
The drive in the middle should be set to SLAVE.
