Are browser cookies harmful?

Because I get tracking cookies on FireFox and AVG Anti-Spyware 7.5 rates it "Medium". I try to delete them, but they keep on popping up.

1. www.opera.com
2. Disable cookies (Prefs > Advanced).
3. Can't login to a site? Enable cookies for that site only (Right click > Edit site prefs).
