That's because you're running a poorly programmed piece of software which uses 8 bit locales instead of Unicode. (Locales are for losers, let the developers know of that.) Anyways, you'll have to run that with a locale using Shit_JIS (the Japanese locale).
You haven't specified your OS, so I can only guess. If you're running Windows XP or Windows Server 2003, get apploc.msi (AppLocale) or something like that. Then use it to run the program you want, specifying the Japanese locale (IIRC it was at the bottom of the list, look for Japanese in Japanese). If you're running Windows 2000, you'll have to go to regional configuration, where you can enable/disable character sets/languages, and click the Set default... button in the bottom left of the window, then click Japanese, then click Ok ok ok and restart. You may be asked for your pirated Windows CD. After you're done, you may want to do the same to set it back to wahtever it was (English, etc.) because other poorly programmed software depending on 8 bit locales, like Winamp, will not always work properly when your 8 bit character encoding is Shit_JIS.
