God damn bittorrent

Okay, I'm sick of it now.

My sister is an absolute dumbass with bittorrent. Which results in very, VERY bad speeds after I get back from work (at which, I'm already pissed because where I work sucks.) I tried uninstalling it, remote desktop connection (which, unfortunitly, she has Windows XP Home edition, so it doesn't quite work as a server), and even hiding her damn usb wireless network adapter.

I need a way to absolutly either:
1) Completly stop her damn bit torrent program from downloading
or
2) Keep it throttle to the lower speed than ALL OF THE 1.5 MB DSL MODEM BANDWIDTH

Please /comp/, my online speed right now is down to 1 kb/s. :<

if this is true, here is what you do:

1. physically disconnect her from the internet
2. buy a router that you can understand
3. block every outgoing port except port 80
4. put yourself in the DMZ
5. plug her internet back in
6. go into her room
7. take off her pants
8. ????????
9. PROFIT!!
