What does the OEM mean when you are buying Windows? Is it a bad thing becuase its waaaay cheaper compared to other copies.

That means that you can't install it on other computers. Also, if you change much hardware (like graphics card + RAM) it CAN happen that you can't install it again.
But this is just for OEM-Versions that are "BIOS-locked".
