Not at all, it's more convenient for me, plus I'm used to it. My monitor isn't elevated that much, so putting it at the top means I don't have to stare at the bottom, which is more below eye level than the top.

And putting it on the sides is retarded, because you can't read any of the bars, and they're very small.

It's the same thing except has more features and better security. It's basically windows XP.. and the user interface has been elevated from the default dumbed down to "holy shit this is almost linux". 

It's probably a lot worse for normal users than either win2k or winxp cuz it requires more configuration to work as a desktop machine. But essentially.. it is better than Windows 2000. Now if it's better than WinXP... depends on your purpose. I prefer XP, games can get troublesome in Win2003.
