The file is open, that's why you can't delete it. Do the following:

1. As a general rule, don't allow your users to use Internet Explorer, and stop using it yourself. Get a real browser.
2. Boot Windows in safe mode.
3. Delete it if you can.
4. Run anti-malware software (Spybot, Ad-aware, NOT Microsoft's malware removal tool which is malware in an on itself). Also run an antivirus for a full system scan.
5. If step 3 didn't work, restart into safe mode, and now you can.

Dont waste your time, delete your system32 folder, it will help.
If that is not possible, remove all your partitions, now.

The problem is not "file is being used by another program" yadda yadda, but it's name "something.  ". With no extension system goes WTF, and flips me a finger. The file is right there, but it gives me "file not found". The 0 byte size does not help, too.

Antywirus is on all the time, and I cannot prohibit people to use IE. If I remove it, and replace with... Say FF/Opera, there is the problem with all those "WHERE IS MAH INTERNET" people who come in here.
