i recently re-installed windows and for some reason it seems to now think i'm on a network. like, instead of seeing the welcome screen i'm confronted with the network-esque username-password boxes. and when i press CAD i get a bunch of options like log off or shut down when all i want is task manager.

Control Panel > User Accounts > Change the way users log on and off > check "Use the Welcome screen".
