Filesharing in server 2003

I am trying to enable network filesharing in windows server 2003.
I have done it before on other installs, but for some reason it just won't work.
Any ideas on how to get it working?

you should just be able to right click on a folder and go to "sharing and security."

I'm doing that, but no one is able to access my computer.
From the "View Workgroup Computers" view, if someone trys to go into my computer, they are denied.
