Safe Operating Temp For Mobility x700?

I just got a Mobility x700 for my notebook. I installed it and was getting temps as high as 95C idle in the Windows desktop. I opened up my laptop again and found that the core of the x700 wasn't making contact with the heatsink but all the memory around it was. The memory has this purple padded stuff on it that raises it slightly so I took some of the extra and put it on my x700 instead of the Arctic Silver I tried before. This filled the gap between the core of the video card and heatsink yadda, yadda, so everything seemed fine.

With that purple padded shit on the card I now Idle at 50-60C in desktop and get temps as high as 80-90C when I'm playing WoW.

My question is, is this safe? According to the ATi Control pannel its OK, but I'm worried my video card is going to die prematurley and i'll be stuck with Intelgrated graphics again. Does anyone recognize this purple padding stuff? Is that even supposed to be in there or should I just rip it all out and see if putting Arctic Silver on all the chips makes any difference (I'm not sure all the chips are @ same height, hence, padding...)
