arrange icons by > type

Whenever I save/open in a file (ie. in MS Paint), it orders the folders/files by modified. How do I permanently change it to type for all folders since if I do change it to type, it doesn't stay that way and only works for that certain folder.

Note: it works in explorer, just not when opening/saving files.

Explorer has been forgetting folder settings since its inception.
Use a different shell.
