new video card acting funky

since i got kicked off from /g/

recently, i replaced my radeon 9800 with the new radeon x1700 xts. after i replaced the video card, the start up screen comes in a different color and the screen flickers a bit before it returns to its normal colors. Also, it seems like performance hasnt improved at all in graphically demanding video games (oblivion, FEAR, etc) since i upgraded mine. is there something wrong with my pc or is the video card bad?

Ok, first go to http//support.ati.co/... and download the 1st and 2nd pack, Microsoft .NET Framework and "Catalyst Control Center Package".  Now go to add/remove programs and uninstall the ATI display drivers.  Reboot your computer, then install the new drivers.

It sounds like ether your card is overheating or its not getting enough power.  Check to make sure you have a decent power supply first off then check the temp of the card.  Then again you can just message ati and see what they say

"the screen flickers a bit before it returns to its normal colors" does it do that once, or every time? Once is normal. "it seems like performance hasnt improved". What is your metric for determining this? Are you using FRAPS?.
