Help, new mobo/cpu combo won't boot up

Just bought a new mobo/cpu combo + ram, put everything in and it won't boot up help.  By new I mean I got it from fry's just alittle while ago, in boxes + reciept.  Boxes were opened by me the very night I attempted to install them.

Details for the new hardware are as follows
note: I'll skip mentioning the old hardware as those worked fine, except I'll mention the PSU is a Ultra Series 500 Watt ATX Power Supply.  It has a 20/24 Pin Motherbaord connector and works fine with old mobo.

OS: WinXP home

New CPU: Pentium D Processor 805+

New Motherboard: ECS RC410l/800-M

New RAM: Patriot 2 x 1GB DDR2 PC2-5300 667mhz (two "1 Gig" sticks)


*I put in the CPU just like the instructions it came with said
*I put in both sticks of RAM
*I made sure the IDE cables had the red striped end on the correct side (just like how it worked with old mobo, with red stripe closest to PSU connections on drives & red stripe on bottom for the mobo connections)
*Made sure the IDE cable for HDD1 (master) is in IDE slot 1.
*Made sure Cpu's Heatsink Fan Assembley was installed as the supplied instructions said + plugged it in.
*Mobo Jumper settings: CLR_CMOS:Normal (1-2), BIOS_WP: Originaly on disable, now on enable (doesn't work either way)
*PSU using the 24 pin connection to give power to mobo
*Plugged in my IDE cards (1 network card)
*DO NOT HAVE a video card yet (will come next week sometime, but as I will not be gaming till then I wanted to test mobo/cpu combo to make sure I don't need to return them)
*after double checking front panel connections multiple times I put them in before I tried booting up, really wanted to make sure I didn't screw that up
*PSU attached to everything
*Case's speaker not plugged in, could not find where to plug it into (its not AUX_IN is it?)
*plugged in all the stuff into the back (3 usb drive, 1 keyboard, monitor, power, cat5 internet cable).  As I do not have a video card yet I plugged the monitor into the mobo's 15pin VGA

It has not worked.
Pushing power results in PSU/HFA fans beginning to turn on for maybe half a second then turning off.  A half second of power and nothing appears on screen.  One time, it did turn on
I have done everthing I could, tried everything I could think of.  Asked for help where I thought I could and still cannot fix it.  Attempted solutions are as follows.

*Unplugged everything except PSU, HFA, Monitor, Front Panel connectors & Ram.  Didn't help.
*At this point I stopped using both sticks of RAM, as advised, and just used each stick one at a time in one RAM slot then the other but that only worked once.  One time one RAM stick in Ram slot #1 worked and the fan kept running a good minute until I turned it off and then tried both sticks, at that point it didn't work and it would never do that again.  Also nothing appeared on the screen at this point.   I've since tried doing the same thing, try each ram stick in each slot one at a time, but there aren't any results except the half second of power then it dies.

What else can I do?  I can still return it to the store

hmm.. I can get it to work now.
I've heard Fry's is pretty good compared to way more mom & pop stores, but whatever.
Thing is getting into the BIOS is no problem but then it asks me to start windows in safe/normal mode or last known good confirmation.  Either choice just causes the pc to reboot and loop itself back to the same question, what else can I try now?
