Easy Mass image resizing

I'm looking for a program that can resize masses of images, and it easy to use.
what I'm really looking for in the resizer is to resize by percentage.

Do what >>3 says first. If you don't want to, and you have Paint Shop Pro 8+ installed, you can use it (record a macro to resize an image, then batch process with this macro), but it requires a lot of clicks and shit while commandline utilities are simple and fast.
