#2-$799

Intel Pentium 4 620 With Hyperthreading
2.8GHz Processor
1GB PC2-3200 DDR2 SDRAM (Exp. To 2GB)
200GB (7200RPM) Serial ATA
Dual Layer 16X DVD+/-RW With Lightscribe

IF you wanna list pros and cons, and suggestions to what you would switch in or out with other parts go nuts. But I am on a bit of a budget here. $1300 is the absolute maximum I wanna spend, and Im gonna grab a 19"LCD flat screen too, so there goes about $250 already.

Both are a waste of money. For 800 bucks you could get a decent system. If you aren't a coward I suggest you buy some parts and build it yourself. Or at least you let someone build it for you.

What you should get:
CPU: Athlon 64 (decide what speed you need)
Moterboard: Some decent Nforce-board. I prefer Asus.
RAM: 1GB. Get some brand, not the cheapest.
Graphics: Nvidia 7600GT. Cheap and fast enough.

There are some other parts you'd need, but that are the 'critical' ones. If you add the price of all parts you should be   clearly below 1000$.

You also need a case, power supply, sound card, hard drive, and a DVD drive. What you listed was a drop in the bucket.

"Onboard Graphics with AGP slot for past upgrades"
fixed.
PCIE's bandwidth may not be necessary yet, but there's no denying that AGP is going away.
