What is a great hard drive recovery program for Windows? I only manage to recover 1/4 of old files with most programs. There was one program I tried that had flawless recovery but required an online subscription with $ per gigabyte. I need something crackable, free, or under $40.

Depends on what's wrong. If it's a dying hard drive, go with Spinrite (current version is on Pirate Bay right now). Bear in mind Spinrite is only for repairing, not undeleting/unformatting. PC Inspector is a good free undeleter. Very thorough.
