If the torrent application used the proper character set, your files show the original characters and are saved as UTF-16 in your filesystem (be it either NTFS or FAT32). Then you burn them with a burning program that uses the proper character set, and enable Jouliet to allow the CDFS to use the proper character set too. Then you have a proper CD with proper file names in the proper character set. Remember kids, anything that's not Unicode is bullshit.
