Recording TV -> digital cam = black line

You know how whenever yuou try to record stuff on TV with your digital camera , that black line of doom screws up your recordings?  I heard that's built in the TV to prevent copyright infringements and stuff, but how does it work?

and... is there a way to bypass it?

Digital rights infringement (DRM), treacherous computing (TC) and the digital millenium terrorist act (DMCA) suck monkey balls and anyone who wrote them, use them or stand by them should be shot dead, but I believe what you're experiencing is simply due to the CRT refresh. Try recording from a plasma or TFT TV, or see if you can get your TV and digcam in sync.
