Ok well when ever I use IE I don't get any spyware cookies because spybot blocks it passively. However when I used Firefox I get a lot. So what, if any, programs will passively help with firefox?

These are not really threats. You can periodically delete them. Configure Firefox to reject cookies from third parties, but mostly because you shouldn't accept them, not because they are too evil. You can also configure Firefox to reject cookies from these sites and other sites you don't want cookies from, something you cannot do with shitty browsers *cough*IE*cough*.
