Hard drive optimizing performance

I recently purchased a new ThinkPad, and on the hard drive, I noticed that Lenovo had moved some files to the end of the hard drive. I assume this was done for performance reasons. My question is are there any tools that will let me do the same for my other computers?

make a new partition and have it stay at the end of your drive?

The middle of the harddrive is the fastest.
