CPU temps too high even

I had been having what I thought were heat related problems (random shut-downs and restarts) becuase I thought the CPU was getting to hot with my shitty 5 dollar heatsink/fan.  It was idling at around 47 and would get up to around 65 and then crash.  Well I bought a brand new heatsink/fan with 6 heatpipes and a 120mm fan on top (this thing is massive) for 65 bucks, as well as some artic cooler 5.  I had hoped that it would lower my CPU temp, but alas after installing the damn thing my CPU temps are compleatly unchanged.  What is going on.  Please help if you can.

3. Well I thought overkill would be what I would need to bring the temps down but it didn't.
4. About half a grain of rice.
