I have a sempron running at 1800mhz with 333FSB, the question is weather my PC will run faster (or more efficiently) if the processor 333 FSB is paired with 333mhz ram, or do I just go with 400mhz ram?

It wont change a thing, just that your 400mhz ram will run at 333mhz. However, you should check to see if your motherboard can handle 400mhz ram...
