Wanna ask, if i set the max upload speed, would it effect my download speed?

with the speeds that broadband connections get these days (especially download speeds) your max upload shouldnt choke out your download too much, though yes you will notice a hinderance that wasnt there before.

If you use your max upload, you will download slower, because you need a little bit of your upload speed to manage the downloads. Search 'bandwidth test' on google, do it (without any net app connected besides your browser), then set your upload at 90% of your upload capacity, or less. The less you upload, the less you are prioritized for download, but it depends mostly on the torrent. If there are 4000 seeds and 300 leechers, I can guarantee that even with 1KB/s upload you'll download at 500KB/s.
