Won't turn on

My computer wont turn on. D:
I press the button, nothing happens. Sometimes, it lights up, but shuts down again immediatly. Is it the powersupply?

if its been cooling off for a while, it will run for 5 or 10 minutes without the fan running, it wouldnt instantly shut off.

it would also beep a few times, and show the bios message "cpu fan failure" or "cpu fan rpm too low" on any motherboard new enough to check for this
