Severe loss of preformance.

Every time i turn on my PC, theres a severe loss of performance when windows starts (And the CPU's fan works at 100%, making this loud noise)....what could cause this? i had the issue before, so i formatted, but the problem is still there.
One of my friends told me that it could be a boot sector virus, i doubt it...hardware issues? perhaps, but i updated all my drivers, and tried everything.

have you cleaned the inside of your PC lately? could just be that the fan has to work at 100% because everything is too hot, or the fan is getting clogged with dust.

Never, aditionally, i use NoAdware, Spybot S&D and Ad-aware SE professional, no spyware here, i'm sure of it.
Scanned with Norton (Norton sucks, but it was from the factory restore) for virus as well, nothing.

BIOS update/CMOS battery reset? Seems like a good place to start. Following that, since it returns after a format.. Maybe your drive is dying? I can't think of anything else that would do something like that, unless your CPU somehow 'broke' halfway- but I've never heard of that happening.

Boot sector viruses aren't very common at all anymore, and any that do exist do a lot more than just suck up CPU power (actually, boot sector viruses don't run while a modern operating system runs, IIRC).

I've had lots of bad hdds, and SMART's never cued me in on any of 'em.  I'd trust SMART to warn you about a failing hard drive almost as much as I'd trust an imprisoned murderer named Bubba not to rape an imprisoned child molester in the arse.
