Help me! My internet Asplode!

Ok I am running Verizon Online DSL and a Belkin 4 port Router. Last night my IP was a 198.168, This morning I couldn't get onto the internet through the router, so I set up a manual connection (connected to the modem directly). I scan for my IP and its either 169.254.123.68 or 68.237.23.78 (via ipconfig in cmd) i checked whatsmyip.com and it gave me 68.237.23.78, so i guess that is the correct one. When I'm connected to the router though, I get a 10.0.1.3 address. I have no idea how it changed. Please help me set it up so me, and everyone else around here can connect through the router.

HINT: never post your ip address. Sure the sites you visit can get it, but its never wise to just hand it out to random morons.
