Ey everyone, I'm trying to remember the name o a book I read years ago, it's about two different groups of people, ones who are fair haired and have chips in their brains to make them 'smart' and live inside a city protected by many walls to stop the other people out who live outside and farm and give food as tribute to them. The story goes as a guy is born but instead of having dark hair like the rest of his kind he has fair hair. Yadayada he ends up entering the city and doing things never done before.
