Moralfag Assassin

So lets say there is an assassin who has killed plenty of people, mostly targets that could be seen as a fairly high level of threat to many people. 
One day he gets an assignment to kill some woman inside the country he works for, no reason given.  When he gets there, she is only 16, ordinary high-school girl if the posters/pictures in her room are any indication.  So he does not go through with the assassination. 

Would this make him a moralfag or what?

I hate that word, and I'm not even sure what it means anymore.

This must be a pretty awesome girl if they need a high level assassin to kill her
